State lotteries are the primary source of gambling earnings, and other games follow. In most states, a predetermined percentage of the winnings goes to the state, which benefits everyone in the area. The gambling legislations also make problem gambling more manageable.

Other reasons for why gambling is illegal are moral and religious. While some cultures consider gambling as a sin or a crime, most modern societies leave this decision to the individual. This argument emphasizes that it is up to the individual to decide whether or not to gamble, and that ninety percent of people who participate in gambling activities do so for fun. This means that if someone is addicted to gambling, then that person is also in the wrong place.
